Financial aid in the Rüdersdorf town centre redevelopment area near Berlin

A lively town centre as an attractive location for residential and commercial use is a key objective of Rüdersdorf's local development. This special attention is reflected in the designation of the town centre as a redevelopment area. Strengthening the town centre is important for the function of the municipality beyond its borders.

The state's policy is geared towards the development of centres in line with the state planning motto "Strengthening strengths". A number of funding and loan programmes, as well as tax write-off options, are dedicated to this cause. A prerequisite for the granting of financial aid for projects in the centre of Rüdersdorf is that they must comply with the objectives of the redevelopment. Contact should be sought at an early stage with the building department of the municipal administration and the redevelopment agency.

An important principle is that all funding must first be applied for and approved before construction can begin. There is no entitlement to the granting of funding. The state of Brandenburg, as the funding body, has confirmed the implementation plan for the redevelopment area, which lists the projects eligible for funding up to the end of the overall measure.

Tax write-offs in accordance with Sections 7h, 10f and 11a of the Income Tax Act

In redevelopment areas and in the case of listed buildings, up to 9 per cent of the costs of redevelopment and repair measures within the meaning of Section 177 BauGB can be deducted from tax in the year of completion and the following seven years, and 7 per cent in the following years. This is subject to the approval of the local authority or, in the case of listed buildings, the monument preservation authority before the start of construction and their approval certificate after completion. The responsible tax office decides on the amount of the deduction.

Housing promotion ILB

The new urban renewal funding guideline, which came into force in 2009, prioritises housing promotion over urban development funding in the 2012 update. In housing promotion, financial assistance is granted for the modernisation and repair of buildings with at least three flats. The prerequisite is that at least two thirds of the usable floor space must be living space. In addition, the applicant must be able to provide 15 % of the investment sum as an own contribution without borrowing.

The housing subsidy is a loan subsidy. The particular advantage is that the loan is interest-free for 15 years.

Promotion of energy-efficient refurbishment

For owner-occupied residential property, energy-efficient refurbishment is also subsidised in the redevelopment area. Certain conditions must be met in order to receive subsidies from the InvestitionsBank des Landes Brandenburg (ILB). Among other things, the building must have been built before 3 October 1990, the costs of the energy-efficient refurbishment must be over €500/m² of living space and at least the energy-efficient new-build level must be achieved in accordance with the current Energy Saving Ordinance (EnEV). There are also requirements regarding income limits and the applicant's own financial contributions.

The Kreditanstalt für Wiederaufbau (KfW) also offers funding opportunities in the form of grants and loans as part of the "Energy-efficient refurbishment" programme.

Promotion of home ownership

The Investitionsbank des Landes Brandenburg supports the new construction or first-time purchase of owner-occupied homes or condominiums, vacant flats or flats already occupied in the redevelopment area. Support is also provided, for example, for the conversion of an existing home to make it suitable for the disabled. The subsidy takes the form of low-interest loans and is made up of a basic subsidy and various additional subsidies.

The application is linked to income limits that are based on the regulations of the former homeowner subsidy. A combination with urban development subsidies is possible.
