Catalogue of criteria for ground-mounted PV

At its 35th meeting on 29.06.2023, the municipal council of the municipality of Rüdersdorf bei Berlin passed a self-binding resolution on a catalogue of criteria for ground-mounted photovoltaics in the municipal area with resolution no. 310/35/2023. Building applications for ground-mounted photovoltaic systems on arable land and green spaces in outdoor areas are to be treated uniformly on the basis of a catalogue of criteria.

The municipality of Rüdersdorf near Berlin welcomes the construction of renewable energy plants. Photovoltaic systems on open spaces are one component of this. The administration and the municipal council of the municipality of Rüdersdorf bei Berlin have set themselves the goal of weighing up whether and under what conditions this is compatible with the landscape and other concerns in the municipal area.

Due to the very high space requirements for ground-mounted photovoltaic systems, it is important for the municipality of Rüdersdorf bei Berlin, which is responsible for urban land-use planning, to provide technical support and guidance for the expansion of these systems and thus ensure that the system locations are as environmentally friendly and biodiversity-friendly as possible, and to provide project developers with guidelines for selecting sites for such systems within the municipal area.

The potential analysis carried out by the Brandenburg Energy Agency on usable areas for solar technology systems in the state of Brandenburg (as of March 2022) shows EEG base areas (photovoltaic potential on open spaces) of 857 ha for the municipality of Rüdersdorf near Berlin, of which 23.4 % have been classified as suitable for ground-mounted photovoltaic systems.

The catalogue of criteria is therefore intended to serve as a uniform basis for assessing the suitability of sites in future and to support the municipal council in making decisions on specific requests/applications.
